Sources disagree. The label says all-purpose everywhere and means something different in each place. US all-purpose is about 11.7% protein, UK plain flour 9% to 10%, Italy's 00 da tavola near 9%, Canadian all-purpose higher still. That three point spread inside one name is real, and it is why a recipe that works in one kitchen can disappoint in another. Buy by the protein figure, not the word.

What it is for
All-purpose is the flour you reach for when the recipe does not name one. Cakes, cookies, muffins, pancakes, scones, biscuits, pie crust, banana bread, a roux to thicken a sauce: the whole middle of home baking sits here. It has enough protein to hold a cookie together and little enough to keep a cake tender, which is the entire point of the name.
It bakes bread too, and this is where the compromise shows. A sandwich loaf, dinner rolls, a quick soda bread, even a pizza on a same day rise come out fine on all-purpose. What it will not give you is the tall, open, chewy crumb of a long fermented loaf: for that the gluten has to hold gas for hours, and that is the job of bread flour. How to substitute it
You can push all-purpose toward either specialist, and it is worth knowing what each move changes.
Toward bread: add vital wheat gluten, around one tablespoon per cup of flour, roughly two to three percent by weight. That lifts the protein a point or so, nearer the 12% to 14% of bread flour, and the dough holds a longer rise better. It raises the quantity of gluten, not its quality, so it gets you close but not equal: the bread flour page explains what strength really does.
Toward cake: replace two tablespoons of every cup with cornstarch and sift them together several times. The starch dilutes the protein and softens the crumb, landing you near the 8% to 10% of cake flour. Neither swap is perfect, but both are honest ways to avoid buying a fourth bag for the one recipe that needs it.
When not to use it
Two directions ask you to put it down. The first is the most delicate cake: angel food, genoise, chiffon, a fine sponge. These live or die on a low protein flour that sets soft and rises without a crumb of chew, and all-purpose, even the tender UK plain, carries a touch too much gluten. Cake flour exists for exactly this.
The second is the serious loaf. A high hydration dough, a 24 hour cold ferment, a proper baguette or ciabatta: here the crumb depends on gluten holding gas for hours, and all-purpose slackens and bakes flat. That is bread flour territory, and past it, enriched giants like panettone and colomba need a strong flour above W 350. All-purpose is the generalist. When the recipe lives at an extreme, tender or tall, the specialist wins and it is not close.
How to use it
The trap is that all-purpose is not one flour. In the United States it runs about 11.7% protein, milled from a blend of hard and soft wheat. In Britain, plain flour sits lower, around 9% to 10%, soft and tender by design. Canadian all-purpose, ground from hard red spring wheat, climbs the other way and behaves almost like a weak bread flour. Italy's 00 da tavola and France's T55 land nearer the British figure. Same name on the bag, a three point spread inside it.
That spread is why an American cookie recipe can turn tough with Canadian flour, or a British cake come out sturdier made with US all-purpose. Read the nutrition panel before you trust the front of the bag. In the US, divide grams of protein by the serving weight and multiply by 100; in the UK the panel already reads per 100 grams, so the number is the percentage.
How to choose one when buying
Buy on the number, not the name. The word all-purpose promises versatility, not a protein figure, and the figure is what changes the bake. On a US bag, look for roughly 11% to 12% for genuine all-round use; nearer 10% and it leans to pastry, nearer 13% and it is really a soft bread flour. UK plain flour will read 9 to 10 grams per 100.
Bleached or unbleached is the next choice. Bleaching whitens the flour and weakens the protein slightly, which helps very tender cakes but does nothing for bread; unbleached is the safer default for one bag that does everything. Store it cool and dry and use it within a few months, because the germ oils that survive milling do eventually go stale. And ignore the type number if there is one: it grades milling and ash, never strength, and strength is the whole question.
The story
All-purpose is a compromise sold as a convenience. American mills invented it in the late nineteenth century by blending hard wheat, high in protein and good for bread, with soft wheat, low in protein and good for cake, until one flour could do a passable version of almost anything. The home baker who would not stock four sacks got a single one that made bread, biscuits and a birthday cake without complaint.
Every baking country reached for the same idea under its own name. Britain calls it plain flour, the everyday flour that is simply not self raising. Italy sells 00 da tavola, the soft table flour of home kitchens. France leans on T55, the default of the bread aisle. None of them is the strongest or the most tender flour on the shelf, and none tries to be. That is the deal all-purpose offers: never the best tool for a job, always good enough for most of them.
